About Us

Who We Are

PAEC Engineering Limited is a South Sudanese engineering and construction company headquartered in Juba. The company was established to provide integrated engineering, construction and infrastructure solutions to government institutions, private-sector organisations, property developers and petroleum-industry clients across South Sudan.
PAEC operates through a multidisciplinary structure that brings together construction and civil engineering, engineering design and consultancy, real estate development, roads and infrastructure, petroleum field support, procurement and logistics. This structure allows the company to support clients from early project definition and planning through mobilisation, execution, supervision and final handover.
Our operating philosophy is centred on disciplined delivery. We believe that successful projects begin with a clear understanding of scope, realistic planning, transparent costing, appropriate technical solutions and direct communication with the client. Every assignment is approached with consideration for the site conditions, available resources, logistics, safety, quality and long-term performance of the completed works.
As PAEC continues to grow, our focus remains on building technical capability, strengthening project systems and developing a reputation based on work that is properly planned, responsibly executed and professionally delivered.

To deliver technically sound, properly costed and well-supervised engineering, construction and infrastructure projects through qualified personnel, disciplined project management, responsible working practices and honest communication with our clients at every stage of delivery.

To become a trusted engineering and construction partner in South Sudan and the wider East African region, recognised for technical competence, integrity, accountable project delivery and practical solutions suited to local operating conditions.

OUR CORE VALUES

Integrity

We conduct our work honestly, ethically and responsibly. We believe long-term client relationships are built through truthful communication, transparent decisions, fair dealing and dependable conduct throughout every engagement.

We approach engineering and construction work with careful planning, sound technical judgement and attention to detail. Designs, methods, materials and execution decisions are considered against project requirements, site conditions and the expected performance of the completed works.

We take responsibility for our commitments, decisions and project outcomes. Clear responsibilities, proper documentation, progress monitoring and direct communication help ensure that issues are identified early and addressed by the appropriate project personnel.

Safety

We place the safety of our personnel, clients, contractors, visitors and surrounding communities at the centre of our operations. Safe working practices, site discipline, appropriate protective equipment and responsible supervision form an important part of our project-delivery approach.

We maintain open communication with clients regarding scope, costs, timelines, technical requirements and emerging project issues. Our objective is to ensure that clients understand what is being delivered, what it requires and how the project is progressing.

We are committed to strengthening our technical knowledge, project systems, professional skills and operating capability. Lessons from each assignment are used to improve how we plan, supervise and deliver future projects.

Our Team

PAEC is building a focused multidisciplinary team capable of supporting engineering, construction and infrastructure projects from planning through delivery.

Our operating structure brings together engineering personnel, construction supervision, project coordination, site management, procurement and logistics support, and administrative functions according to the requirements of each assignment.

Rather than creating unnecessary layers between management and project execution, PAEC aims to maintain a direct connection between leadership, project teams and clients. This enables technical matters and project decisions to be communicated efficiently and responsibilities to remain clearly defined.

Engineering & Technical Personnel

Our technical personnel support assessment, design coordination, engineering decisions, construction methods, quality control and resolution of project-related technical issues.

Site & Construction Teams

Site personnel are responsible for coordinating day-to-day works, labour, equipment, materials, safety requirements, progress and workmanship under the appropriate project supervision.

Project Coordination & Management

Project coordination connects client requirements with technical teams, suppliers, contractors, schedules, budgets and reporting requirements to help keep different project activities aligned.

Procurement & Logistics Support

Procurement and logistics functions support sourcing, vendor coordination, materials planning, equipment requirements, transportation and site delivery where these services form part of the project.

Administration & Documentation

Administrative support helps maintain project records, correspondence, documentation, reporting and other information necessary for orderly project execution.

Building Our Capacity

PAEC recognises that sustainable growth depends on technical competence rather than size alone. As the company develops, we are committed to strengthening our workforce through qualified personnel, appropriate equipment, improved project-management systems and continuous professional development. Our objective is to grow our delivery capability responsibly while maintaining clear standards of supervision, accountability and client service.

Our Project DeliveryProcess

Successful project delivery requires more than construction activity on site. PAEC follows a structured process designed to create clarity before work begins, maintain control during implementation and provide accountability through completion.

Our process is flexible enough to respond to different project sizes and technical requirements while maintaining the same fundamental principles of assessment, planning, execution, monitoring and handover.

01 — Assessment & Project Definition

Every engagement begins with understanding what the client needs to achieve. We review the proposed scope, project location, intended use, site conditions, access requirements, available information, budget expectations and desired delivery timeline.

Where appropriate, this stage may include site visits, preliminary technical assessments, feasibility considerations and discussions with the client or other project stakeholders.

The objective is to establish a realistic understanding of the assignment before major commitments are made.

02 — Planning, Design & Costing

Once the project requirements are understood, PAEC develops a practical delivery framework.

Depending on the assignment, this may include technical design coordination, scope development, quantities, cost estimation, resource planning, procurement requirements, equipment needs, logistics arrangements, project scheduling and identification of potential delivery risks.

Clients are given a clearer understanding of the proposed works, anticipated resources, costs and implementation approach before execution begins.

03 — Mobilisation & Execution

Following approval, PAEC coordinates the mobilisation of the personnel, equipment, materials and supporting resources required for the assignment.

Works are undertaken in accordance with the agreed scope and project programme, with supervision and coordination between the relevant engineering, construction, procurement and site teams.

04 — Monitoring, Quality & Communication

Project progress is monitored throughout execution rather than only at completion.

PAEC maintains communication with the client through progress updates, site coordination and milestone reviews. Quality checks, workmanship reviews, material considerations and emerging site issues are addressed as part of the ongoing delivery process.

Where circumstances affect scope, cost or programme, these matters are communicated so that appropriate decisions can be made.

05 — Completion & Handover

At the end of the works, the project is reviewed against the agreed requirements.

Outstanding items are identified and addressed where necessary before formal completion. Relevant project records, completion information and handover documentation are organised according to the nature of the assignment.

Our objective is to conclude each engagement with clarity on what has been completed and formally transferred to the client.
